What we can document about a shipment, what we cannot, and how to get either. This page is written for the person on the buying side who has to file the paperwork: quality, procurement, or customs.

Issued per order for the steel grade supplied. States the grade, the heat number, the chemical composition and the mechanical properties recorded in the mill’s own test of that heat. This is the document a QA department needs in order to accept a batch into a certified assembly.
2. Material declaration
A short conformity statement naming the material grade and the standard it conforms to, for the buyer who needs a paper trail in the file but not the full mill data.
3. Technical specification sheet
The line item written out in full: standard and its year, material grade, thread and pitch, surface finish, nominal diameter and length, head geometry and the tolerances applied. This is the sheet an engineer checks a drawing against.
4. Commercial and shipping documents
Proforma invoice at quotation. Commercial invoice and packing list with weights and carton dimensions at dispatch. Certificate of origin on request. Every line carries an order reference so the paperwork can be matched back to the shipment.
How to ask for them
Ask at the quotation stage if you need documents before you commit. It is the cheapest moment for us to confirm what can be issued.
Email the order or quote reference and the lines you need documents for.
Documents are issued electronically as PDF files, in English.
Keep the order number. Certificates are issued against the order, so it is the number that lets us trace and re-issue the paperwork later.
Where we stand today.
We sell to the EU and are appointing an economic operator established in the EU as the responsible person the regulation requires. Until that appointment is complete we do not name a party here — we are not going to publish a placeholder to look compliant.
The General Product Safety Regulation applies to consumer products placed on the EU market from 13 December 2024. It requires the product, or its packaging, or an accompanying document, to identify the manufacturer and — where the manufacturer is established outside the union — an economic operator established inside the union who is responsible for it. It also requires a type, batch or serial number that lets the product be traced.
Manufacturer identification for EU purposes: the Chinese entity named in the table above, with its registered office in Shenzhen and its operating and dispatch address in Foshan.
Responsible person: being appointed. The name, postal address and email address will be published here and on every product page as soon as the appointment is in place.
Traceability: each shipment carries the order reference, so a delivered line can be traced back to the batch and to the material certificate issued with it.
Russia and the EAEU — why the importer applies
Conformity to the EAEU technical regulations is evidenced by a certificate or a declaration of conformity registered in the union’s own registers. The applicant of record for either document must be a legal entity registered in an EAEU member state, which means a manufacturer established outside the union cannot be the holder — however long it has been exporting there.
The practical consequence is that the conformity documents for an EAEU shipment are arranged with the importing party, who applies as the applicant of record. Our job is to hand over the technical file that application needs, in the form the certification body will ask for:
Technical specification: standard and year, grade, dimensions, thread, tolerances.
Material certificate (EN 10204 3.1) for the grade supplied.
Drawings and product photographs where the certification body asks for them.
Labelling artwork, so the marking on the carton matches the application.
If you already have a certification body working on the application, tell us which documents they have asked for and we will prepare those specifically.
What we do not hold
Stated plainly, because a buyer is entitled to assume anything not listed here does not exist:
No ISO 9001 certificate, and no claim of one.
No registered trademark.
No RoHS or REACH declarations issued.
No third-party laboratory test reports published.
No EU responsible person named yet — the appointment is in progress.
This list will be corrected the moment any of it stops being true. If a purchase specification depends on one of the items above, raise it before the order rather than after.
Frequently asked
Can you supply a mill test certificate (EN 10204 3.1)?
Yes. An EN 10204 3.1 mill test certificate is available for the steel grade actually supplied on a line, issued per order. It carries the grade, the heat number, the chemical composition and the mechanical properties taken from the mill test of that heat — which is what a QA department asks for when it has to accept a batch into a certified assembly.
Which documents come with a standard order?
A proforma invoice at quotation, then a commercial invoice and a packing list with weights and carton dimensions with the shipment. A certificate of origin is available on request. The material certificate and the full technical specification are issued on request — ask at the quotation stage and they travel with the order.
Do you hold ISO 9001?
No. We do not hold an ISO 9001 certificate and we do not claim one anywhere on this site. Our quality control is batch-level inspection and material certification rather than a certified management system, and we would rather state that plainly than let a buyer assume otherwise.
Do you provide RoHS or REACH declarations?
We do not currently issue RoHS or REACH declarations, and we do not publish them. If your purchase specification requires a declaration of that kind, raise it before the order so we can tell you honestly whether we can meet it rather than after the goods have shipped.
Who is your EU responsible person under GPSR?
We sell to the European Union and are appointing an economic operator established in the EU as the responsible person required by Regulation (EU) 2023/988 (GPSR). When the appointment is complete, that party’s name, postal address and email address will be published on this page and on every product page, alongside the manufacturer identification shown above.
Can SFX Fasteners be the certificate holder for EAEU (EAC) conformity?
No. Under EAEU rules the applicant of record for a certificate or declaration of conformity must be a legal entity registered in an EAEU member state, so a manufacturer established outside the union cannot hold it. What we do is supply the complete technical file — specification, dimensions and tolerances, material certificate, drawings and labelling — that the importing party needs in order to apply as the applicant of record.
How do I get documents for an order I placed earlier?
Email info@sfxtec.com with the order number and the line you need documents for. Because certificates are issued against the order, the order number is what lets us trace the shipment and re-issue the paperwork for that batch.
Where to go next
